Emergent BioSolutions operates as a foundational contractor within the U.S. biodefense procurement state, achieving systemic importance primarily by securing near-monopoly contracts from BARDA and the Strategic National Stockpile.[1] The company is overwhelmingly dependent on sole-source government procurements to supply BioThrax and its successor, AV7909, serving as the nation's primary anthrax vaccine vendor, while also supplying smallpox countermeasures.[2] Emergent exists at the dead center of the biodefense revolving door: Robert Kadlec served as a consultant for Emergent, receiving $360,000 for biodefense consulting, prior to assuming the role of ASPR.[3] During his tenure as ASPR, Kadlec failed to initially disclose these ties to the Senate or the Office of Government Ethics, while his office simultaneously awarded Emergent a $2.8 billion smallpox vaccine contract in 2017 (paying double the previous price per dose) and a $261 million anthrax vaccine contract in 2019.[4] The whistleblower complaint by Rick Bright specifically alleged that Kadlec applied improper pressure to prioritize Emergent for further pandemic-era contracts.[5] This preferential treatment culminated in over $650 million awarded to Emergent in 2020 to rapidly expand manufacturing suites, a facility that ultimately ruined millions of Covid-19 vaccine doses due to severe quality control failures.[6]
