The Biomedical Advanced Research and Development Authority (BARDA) operates within HHS under the ASPR, functioning as the financial engine for the advanced research, development, and procurement of medical countermeasures.[1] Created by the Pandemic and All-Hazards Preparedness Act (PAHPA) of 2006, BARDA bridges the "valley of death" between early-stage biomedical research and commercial product licensure.[2] It issues massive, often sole-source or limited-competition contracts to pharmaceutical and biotechnology firms, creating artificial markets for products lacking civilian commercial viability, such as anthrax and smallpox vaccines.[3] The agency has historically been criticized for functioning as a revolving door for industry insiders and for its deep dependency on a narrow band of contractors like Emergent BioSolutions and SIGA Technologies.[4] Under the direction of Rick Bright, and later under direct ASPR oversight during the Covid-19 pandemic, BARDA was instrumental in funneling billions of dollars into the bio-industrial complex via Operation Warp Speed.[5]
