The Office of the Assistant Secretary for Preparedness and Response (ASPR) operates within the Department of Health and Human Services (HHS) as the principal advisory and operational body for public health emergencies and bioterrorism.[1] The statutory powers of the ASPR were fundamentally shaped and expanded by the Pandemic and All-Hazards Preparedness Act (PAHPA) of 2006, legislation drafted with direct input from future ASPR Robert Kadlec.[2] Under PAHPA and its subsequent reauthorizations, the ASPR was granted centralized authority to coordinate interagency activities across federal, state, and local governments during health crises.[3] The ASPR oversees both the Biomedical Advanced Research and Development Authority (BARDA) and the Strategic National Stockpile (SNS), giving the office direct control over the advanced development, procurement, and distribution of medical countermeasures.[4] During the Covid-19 pandemic, the ASPR served as the institutional spine for the federal response, executing a budget of over $250 billion and orchestrating Operation Warp Speed to bypass standard bureaucratic bottlenecks in vaccine and therapeutic acquisition.[5]
