The Strategic National Stockpile (SNS) is the United States' primary national repository of antibiotics, vaccines, chemical antidotes, and other medical supplies designed to respond to public health emergencies.[1] Originally established in 1999 as the National Pharmaceutical Stockpile, it was rebranded and its management was formally absorbed into the Department of Health and Human Services (and specifically under the purview of the ASPR) following the systemic restructuring driven by PAHPA.[2] The SNS functions as the physical terminus for the procurement contracts authorized by BARDA, creating a permanent, government-funded demand mechanism for biodefense corporations.[3] Contractors like Emergent BioSolutions rely almost entirely on continuous state procurements to replenish expiring stockpiles of products like BioThrax and AV7909.[4] During the Crimson Contagion exercises and the early months of the Covid-19 pandemic, the SNS was exposed as severely depleted of general-use countermeasures like N95 masks and ventilators, reflecting years of budgetary focus primarily directed toward specialized bioterrorism antidotes.[5]
