Jerome M. Hauer became director of the Department of Health and Human Services' Office of Public Health Preparedness, succeeding Donald A. Henderson, as reported on 7 May 2002; he had previously advised HHS Secretary Thompson on national security and emergency management, and was the first director of New York City's Mayor's Office of Emergency Management.[1] That HHS office is the institutional forerunner of the Assistant Secretary for Preparedness and Response, the post Robert Kadlec later held.
