Operation Dark Winter was a senior-level table-top exercise conducted in June 2001 at Andrews Air Force Base.[1] Convened by the Johns Hopkins Center for Civilian Biodefense Strategies (led by Tara O'Toole and D.A. Henderson) and the Center for Strategic and International Studies (CSIS), the exercise simulated a covert smallpox bioterrorism attack on the United States by state-sponsored actors.[2] Among the participants and architects was Robert Kadlec, firmly establishing the ideological substrate for viewing bioweapons as catastrophic economic disruptors requiring military-industrial integration.[3] The exercise intentionally revealed severe vulnerabilities in the U.S. healthcare system, particularly highlighting a lack of surge capacity and severe shortages in the national vaccine supply.[4] The principal recommendations generated by Dark Winter were rapidly enacted following the real-world Amerithrax attacks just months later.[5] The exercise served as the explicit conceptual blueprint for the creation of the Project BioShield Act, fundamentally altering U.S. national security policy to integrate biological threat response into the permanent procurement state.[6]
