Robert Peter Kadlec is a physician and retired United States Air Force officer who operated as a central architect of the U.S. biodefense apparatus for over two decades.[1] In 1998, while at the National War College, he authored papers characterizing biological weapons as tools for waging economic and agricultural warfare.[2] Kadlec served in the George W. Bush administration as Director for Biodefense on the Homeland Security Council, where he contributed to drafting the National Biodefense Policy.[3] He subsequently served as staff director for the Senate Subcommittee on Bioterrorism, where he was instrumental in drafting the Pandemic and All-Hazards Preparedness Act (PAHPA) of 2006, a statute that dramatically expanded the emergency authorities of the Department of Health and Human Services (HHS).[4] Operating in the private sector, Kadlec consulted for countermeasure vendors, notably receiving $360,000 from Emergent BioSolutions.[5] Returning to government, he was confirmed as the Assistant Secretary for Preparedness and Response (ASPR) from 2017 to January 2021.[6] In this capacity, he oversaw the Strategic National Stockpile (SNS) and the Biomedical Advanced Research and Development Authority (BARDA), executing a budget exceeding $250 billion during the Covid-19 pandemic and co-creating Operation Warp Speed.[7] His tenure as ASPR was marked by the controversial demotion of BARDA Director Rick Bright and subsequent Office of Special Counsel investigations into contracting irregularities, specifically regarding lucrative non-competitive awards to Emergent BioSolutions for anthrax and smallpox vaccines.[8]
