Crimson Contagion was a 2019 functional exercise orchestrated by ASPR Robert Kadlec at the Department of Health and Human Services (HHS) to test the federal government's capacity to respond to a severe pandemic influenza outbreak originating in China.[1] The exercise's After-Action Report (AAR) definitively highlighted HHS's statutory authority to lead the domestic response but heavily documented systemic failures across state and federal jurisdictions that would manifest months later in reality.[2] The simulation exposed deep vulnerabilities in medical supply chains, a severe shortage of essential countermeasures (N95 masks, ventilators, antivirals), and uncoordinated state-federal relationships regarding emergency declarations.[3] Like Dark Winter nearly two decades prior, Crimson Contagion functioned as a bureaucratic substrate, allowing the biodefense apparatus to legally document capability gaps.[4] These documented gaps subsequently served as the institutional justification for aggressive emergency acquisitions and the intense centralization of procurement authority under the ASPR once the actual Covid-19 pandemic materialized in 2020.[5]
