What they do

Layer-2 machinery, NOT the top. The most powerful operating system ever built, but it runs on rails someone else laid. The 1930s original now has its own entries on the map (the organization, its founder, its textbook), and the DOGE question got settled with a scalpel instead of a stamp: DOGE lays the governance rail (people out, software in) under normal political authority — it implements none of the money doctrine, and its 'cost-cutting' story fails on the map's own numbers.
