Who they are
The 'Legitimacy Filter,' the engine's name for the wall that keeps the public from acting on information that is technically public.
What they do
The engine argues the barriers between social tiers aren't all the same - some hide the data, but the top barrier works by discrediting anyone who cites data that's already public.
How it works
It maps three different walls: a public quantitative line (the $1M mark, common knowledge), a legal seeing-restriction (rules barring lower tiers from seeing upper-tier fund data), and the legitimacy filter itself (top-level facts like FASAB-56, the $21T in Pentagon accounting adjustments, and the Invention Secrecy Act are all on .gov sites, but naming them gets you socially dismissed as a conspiracy theorist, making the public data useless).
Why it matters
The engine holds this as machinery, not the top - it's enforced by the broader 'acceptance machine,' and whether it's deliberately engineered or just emergent is left unresolved; a discredited container (like 'hollow earth') can also be used to smuggle a credible idea out of mainstream respect.
