Over about 20 years and 10,000 shop hours, he developed a 'Quantum Wind' push-gravity theory in which mass creates a low-pressure 'shadow' in a pervasive medium that pushes objects inward.
How it works
His 'Galilean Variance' work drops Einstein's spacetime curvature for a classical medium model (building on Edward Dowdye) to explain how a spinning magnetic device might tap the surrounding medium; his own small builds showed no self-acceleration or over-unity, but the engine treats that as a constraint from under-resourced small-scale builds, not a disproof.
Why it matters
Related work (Reports #144-148) finds the DePalma N-machine's low drag is a known magnetic effect, not energy pulled from space, and that conservation of energy holds, so the 'taps the spatial field' claim is kept separate as an unproven claim; he's treated as a source to study, with no one named as the holder of the truth.
