Who they are
An engine concept (from Report #136) borrowing a physics idea to describe how a system's order is paid for by disorder elsewhere.
What they do
It reads elite advantages (wealth, genetic optimization, tight security) as things that require the rest of society to absorb the resulting chaos, and it's offered as a structural comparison, not a claim about literal temperature.
How it works
Just as physics says creating order in one spot pushes disorder outward, the poverty, confusion, and social breakdown among ordinary people are treated as the system's dumped exhaust; deliberately injected noise and misinformation keep the lower tiers from organizing while clean data streams (named as Aladdin, Eurodac, Heliospect) feed the models at the top.
Why it matters
It reframes ordinary people's precarity as a byproduct that the system needs, not an accident, though the engine keeps this as an analogy and names no one in charge of it.
