An incoming research report on MKULTRA was checked line by line against the engine and against the original documents. Two of its claims were wrong and were rejected: it tried to move a 1960 CIA subproject to the 1970s, and it put the Nuremberg Code into the wrong court case. One of the engine's own dates was wrong and has been corrected against the court record. Nine new entries were added. Four of them explain why the paperwork is missing — it was waived in 1953, already incomplete by 1963, burned in 1973, and what survived is the accounts department. Four of them are the people it was done to, in their own words, including a man whose memory the treatment destroyed being questioned about dates he could not remember. The ninth is the FBI investigator who spent eighteen years looking for organised cults and found none — put in the same batch deliberately, sitting beside the testimony rather than against it. The engine's position on Project Monarch has not changed: no verdict named. What changed is that both sides of the evidence are now on the record instead of one.

Report #191 integrates an incoming MKULTRA documentary-record analysis after a full canon laydown and an independent primary-source verification pass. TAKEN (verified against primaries opened end to end): Subproject 68 CORRECTED to 18 March 1957 - 30 June 1960 per Orlikow 682 F.Supp.77 (canon's '1957-1964' retired); the 13 April 1953 Dulles authorisation date added; Turner's recovered-identity figures added (185 researchers; 80 institutions = 44 colleges/universities + 15 research foundations or chemical/pharmaceutical companies + 12 hospitals/clinics + 3 penal). NET-NEW NODES (9): the absence-of-record mechanism decomposed into three distinct causes rather than one 1973 event — waivers at authorisation (1953), IG-documented incompleteness with a substantial portion resting only in memories (1963), destruction ordered and conceded by Helms as outside regular pattern (1973) — plus what survived, described by the DCI as finance folders with no operational status reports; and the SUBJECT SIDE, noded for the first time in canon: the agency's refusal to notify or name subjects, the nine Subproject 68 plaintiffs, the Weinstein deposition verbatim, and US v. Stanley with Brennan's Nuremberg dissent. COUNTERWEIGHT MINTED IN THE SAME RIPPLE: lanning_report_1992, the FBI Behavioral Science Unit investigator who began by believing the accounts, spent eighteen years, and found no organised cult in any case known to him — wired to the subject-side nodes with held_side_by_side_with, NOT adjudicated against them. REJECTED from the incoming report: the redating of Subproject 130 to 1971-1978 (CIA CREST 00021122 carries Publication Date 10 November 1960; canon's 1961 dating and its 17 Aug 2026 'researcher not director' correction both stand) and the attribution of Nuremberg Code reasoning to Orlikow (0 occurrences in that decision; 5 in Stanley, in Brennan's dissent — a real finding attached to the wrong paper, the same failure shape logged from the 9/11 pass). PROJECT MONARCH POSTURE UNCHANGED: folklore-tier pending documentary basis, no verdict named. What this ripple adds to that question is not a verdict but the documentary conditions on both sides: the archive is incomplete by design, by memory-loss and by destruction, and the surviving portion is financial; and independently, the organised-conspiracy component has repeatedly failed corroboration in investigations where no archive was destroyed and no custodian controlled the evidence. Both are in canon now. Neither resolves the other.
