Yozma (and its newer version, Yozma 2.0) is a state-engineered funding pipeline for tech investment in Israel.
The original Yozma essentially created Israel's venture-capital industry; the new version, run by the Israel Innovation Authority, uses government guarantees to pull in big private investment for defense technology.
Yozma 2.0 put up $79 million in state-backed guarantees to support $286 million of institutional money going into defense tech, with Netanyahu describing it as a strategic must against being isolated internationally.
It's the plumbing that converts skills learned in military intelligence into commercial technology dominance, backed and steered by the state.
