What they do
Its core is a germ-and-benefit sharing system: share dangerous pathogens and their genetic data, and in return drugmakers hand a slice of production to the WHO. The exact percentage isn't finalized yet.
How it works
It can't take effect until that fine print is written and 60 countries sign on.
Why it matters

The PABS ANNEX REMAINS UNFINALIZED as of early 2026; the Agreement cannot open for signature / enter into force until it is completed (Intergovernmental Negotiating Body mandate extended).
