Jim Watkins (owner) and his son Ron Watkins (admin) of the 8chan/8kun message boards where 'Q' posted.
What they do
The engine's point is that control of the site's plumbing equals control of 'Q' - a chokepoint, not a mystical council.
How it works
The Watkinses alone held the server's secret keys, database and logs, meaning they could post as Q, assign Q's verification code to any person, or take it away; 8chan's own founder said Jim Watkins is 'the only person who can have private contact with Q', after early 2018 Q never posted anywhere outside their control, and a 2022 code anomaly is cited as proof an admin could dictate it - while the specific accusations naming Watkins or others as Q personally are unproven allegations that they deny.
