He worked in Berlin (1953), then ran the JMWAVE Miami station (1962-65) with about 200 CIA officers and 2,000 Cuban agents in the anti-Castro war; then was Laos station chief (1966-68) directing a roughly 30,000-strong Hmong army under Vang Pao; then Saigon station chief (1968-72), where he supervised the CIA's role in the Phoenix Program — which existed before him and which he actually wound down, and did not create.
Why it matters
