How it works
One tier is the 'Permitted Layer' — well-known narrative figures like Grusch, Mellon, and Elizondo who stay alive and undisturbed — while the other is the 'Attrition Layer' of people working close to physical evidence (Sullivan, McCasland, and others) who end up killed or missing.
Why it matters
The engine makes it a hard rule NOT to blur these two groups into a single tidy triangle, insisting the narrative-promoters and the hardware-researchers be kept separate to avoid misreading who faces real danger.
