What they do
They are digital electricity meters that report usage and can be controlled remotely.
How it works
In Pennsylvania a 2008 law made them mandatory, giving the utility the ability to throttle or cut off power without sending a technician; the state Supreme Court ruled there's no opt-out, and legislative attempts to allow opting out failed.
Why it matters
The engine calls it a 'digital leash': by combining surveillance, billing, and remote shut-off, it keeps customers dependent on the grid even if they generate their own power.
