Rumsfeld Pentagon Address, 10 September 2001
artifactDefense & Military-Industrial
The day before the attacks, the Defense Secretary stood in the Pentagon and said the department could not account for $2.3 trillion.
Who they are
Donald Rumsfeld's address at the Pentagon, 10 September 2001[1].
What they do
The engine holds the speech as what it is: a bureaucracy-reform speech quoting an audit that was already public.
How it works
His words, from the Defense Department's own archived transcript: 'We are, as they say, tangled in our anchor chain. Our financial systems are decades old. According to some estimates, we cannot track $2.3 trillion in transactions. We cannot share information from floor to floor in this building because it's stored on dozens of technological systems that are inaccessible or incompatible.'
Why it matters
The figure was not a revelation. It came from an Inspector General audit published in February 2000, eighteen months earlier. What is documented is the announcement and the attack the next morning - and the map already flags that claims about the Pentagon's accounting office being deliberately hit need careful sourcing, which this entry does not supply.
The engine's record — word for word
The speech, retrieved from the archived Department of Defense original rather than from secondary quotation. Verbatim: "The technology revolution has transformed organizations across the private sector, but not ours, not fully, not yet. We are, as they say, tangled in our anchor chain. Our financial systems are decades old. According to some estimates, we cannot track $2.3 trillion in transactions. We cannot share information from floor to floor in this building because it's stored on dozens of technological systems that are inaccessible or incompatible." The surrounding address is a critique of departmental bureaucracy and a case for systems modernisation; the $2.3 trillion figure is cited in that frame, and is the FY1999 unsupported-entries figure published by the DoD Inspector General on 25 February 2000 (dod_ig_d2000091). The attack occurred the following morning. What is documented is the announcement and the next-morning attack; canon's existing rumsfeld_910 node already flags that retroconned inflations of the direct-damage claim require careful sourcing, and this node does not supply any.
