The Reichstag fire argument, 1959-2019 - four stages, and what the engine may not conclude

artifactMedia & Managed Opposition
Who set the Reichstag fire has been fought over by named historians since 1959 and is still not settled. This site used the fire as shorthand for a manufactured crisis while holding none of that argument.
Who they are

Fritz Tobias, Hans Mommsen, Benjamin Carter Hett and Richard Evans — four historians in an unresolved dispute; and Hans-Martin Lennings, a former stormtrooper who swore a statement in 1955.

What they do

Tobias argued in a magazine series in 1959-60 and a book in 1962 that the Dutchman acted alone and the Nazis did not plot the fire. Mommsen, commissioned to investigate by a German research institute, backed him — which is how that reading became the standard one. Hett argued the opposite in a 2014 book from Oxford University Press. Evans, reviewing it, sided with Tobias.

How it works

Evans's review was read for this page. On the question itself he writes that in some cases there is compelling evidence that conspiracies lay behind major events — 'But not this one.' He calls Hett's book the work of a prosecuting attorney rather than a balanced historian. On the other side sits Lennings's sworn statement, found in a Hanover court archive and published in 2019: his unit drove the Dutchman to the building, and there was already smoke and a smell of burning when they arrived. The further claims usually bolted onto that affidavit — that the men involved were murdered to silence them — travel with a blog, not with the archive, and are not repeated here. A trap worth recording: Oxford's own marketing for Hett's book quotes Evans in a way that suggests he agreed with it. He did not.

Why it matters

The documents fully support the fire being used — the decree and the arrests are a matter of public record. They do not establish that the regime started it. Anyone invoking 'the Reichstag Fire' today as a template for a government staging an attack on itself is leaning on the weaker side of a live argument, and should be talking about exploitation rather than creation until a document says otherwise.

The engine's record — word for word
[Report #202] **In plain terms:** who set the fire has been fought over by named historians for sixty years and is still not settled. This engine used the fire as shorthand for a manufactured crisis while holding none of that argument. Canon returned Tobias 0 (its one hit is an unrelated IMF paper), Mommsen 0 and Hett 0 on 2026-10-19. THE FOUR STAGES: (1) FRITZ TOBIAS, a series in Der Spiegel in 1959-60 and a book in 1962, arguing that Marinus van der Lubbe acted alone and that the Nazis did not plot the fire. This displaced the Communist account and became the dominant narrative, at least in Germany. (2) HANS MOMMSEN, commissioned by the Institut fuer Zeitgeschichte to investigate, backed Tobias in what is described as a powerful article - which is how the single-culprit reading acquired institutional weight. (3) BENJAMIN CARTER HETT, 'Burning the Reichstag' (Oxford University Press, 2014), arguing that Nazi activists must have staged the arson, and attacking Tobias's methods and motives. Hett's own page concedes that the van der Lubbe problem 'is a mystery, and that is where the Tobias/Mommsen single-culprit theory is strongest'. (4) RICHARD J. EVANS reviewing Hett in the London Review of Books 36/9, read this pass, and siding against him. On the question itself, verbatim: 'in some cases there is compelling evidence that conspiracies did lie behind major historical events. But not this one.' On the evidence: 'His confession remains a compelling piece of evidence.' On Tobias: 'There is no evidence that Tobias intended to provide excuses for the Nazis', and his study was 'a formidable challenge to the Communist version of events'. On Hett's book: it 'presents fresh evidence', yet 'it is the work of a prosecuting attorney rather than of a balanced historian', and Hett 'presents no direct evidence' for the charge that Tobias misrepresented his own purposes. A CITATION TRAP RECORDED BECAUSE IT WAS NEARLY WALKED INTO. Oxford University Press's own marketing copy for Hett quotes Evans saying it is difficult after reading the book to see van der Lubbe as solely responsible. Evans's actual review reaches the opposite conclusion. A publisher's selective quotation of a reviewer is not the reviewer's position, and the commissioned research pass - which attributed the sole-arsonist consensus to Evans - was RIGHT, against the blurb. THE OTHER SIDE, carried at equal burden: the sworn statement of Hans-Martin Lennings, a former SA man, made in 1955 and deposited in a Hanover court archive, published by the RND newspaper group in 2019. It states that his detachment transported van der Lubbe to the Reichstag and that on arrival there was already a smell of burning and smoke. He had it certified in 1955 in case the case were ever retried. Secondary accounts differ on where van der Lubbe was collected from. NOT CARRIED, because they travel with a blog rather than the archive or the 2019 publication: that the affidavit says van der Lubbe was a dupe, that the SA men were later murdered to silence them, and that Lennings survived by fleeing. The affidavit itself was NOT retrieved for this record. WHAT THE ENGINE MAY CONCLUDE, AND WHAT IT MAY NOT. The documentary record fully supports the fire as a crisis EXPLOITED - the decree of 28 February and the mass arrests are in the gazette and the chronicles. It does not establish that the regime manufactured it. The engine's own Concept #161 forbids converting the missing SA order into a claim in either direction, and Concept #147 is the discrimination test. Any present-day invocation of 'the Reichstag Fire' as a template for a state-manufactured event is therefore resting on the contested arm of a live scholarly dispute, and should be calibrated to exploitation rather than creation unless and until a document says otherwise. Held OPEN at both readings; name no holder.
