How it works
It shuttled messages between US envoys Witkoff and Kushner and Iranian FM Araghchi during 2025-26 talks, and even carried the signals about the limits of Iran's missile responses in 2020 and 2026. By July 2026 it was arranging Hormuz 'safe passage' talks, and by August 2026 it had grown into an operator role: under the reopening framework, Oman runs the strait's exit route (Iran controls entry, Oman controls exit, for service fees).

It lets Gulf-linked players sense the true state of the conflict before the public does, and now positions Oman as physically operating half of a vital global oil passage rather than just passing notes.
