How it works
NIST ran the federal investigation into the World Trade Center collapses, publishing its WTC 7 report in 2008 and a 797-page technical volume behind it. Its conclusion was that fire-driven expansion pushed a girder off its seat and started a progressive collapse - while recording, in its own pages, about 2.25 seconds of genuine free fall across eight floors. Its position has not shifted: asked again in 2016, it said no new evidence had been presented that would change its findings.
Why it matters
The same agency already runs through this map in a completely different role - setting post-quantum encryption standards and sitting inside the machinery that evaluates frontier AI models. The body that adjudicated the physical forensics of the defining event of the security era now adjudicates what counts as a safe machine.

THE STRUCTURAL OBSERVATION: the same agency that adjudicated the physical forensics of the defining event of the security era now sets the standards for machine-intelligence evaluation.
