JFK assassination and Israel — the question, both sides held

Whether Israel had any part in the 1963 killing of U.S. President John F. Kennedy is disputed, and none of four U.S. government inquiries into the killing examined the question.
Who they are

This is the claim that Israel's leaders or its foreign intelligence service, the Mossad, took part in the killing of President Kennedy in Dallas, Texas, on 22 November 1963; its book-length statement is Final Judgment (first edition 1994) by Michael Collins Piper, who worked for Liberty Lobby, a group that published the weekly newspaper The Spotlight and, in Piper's words, 'questioned U.S. favoritism toward Israel' [1].

What they do

The charge appears in a message dated 25 November 1963 and intercepted by the U.S. National Security Agency, headed 'President Kennedy's assassination a Zionist conspiracy'; the released extract does not show who sent it. Today it is argued by Piper; by Laurent Guyénot, author of JFK-9/11: 50 Years of Deep State (Progressive Press, 2014) and From Yahweh to Zion (2018), whose article 'Did Israel Kill the Kennedys?' argues the claim on The Unz Review and was reposted by the site Veterans Today; and by Ron Unz, who argues it on his own site, The Unz Review, which describes itself as carrying perspectives 'largely excluded from the American mainstream'. They point to Kennedy's 1963 pressure on Israel over its secret nuclear reactor at Dimona, a change in U.S. policy toward Israel after his death, enriched uranium lost from NUMEC, a nuclear plant in Apollo, Pennsylvania, the Israeli ties of James Angleton, an officer of the U.S. Central Intelligence Agency (CIA), the associations of Jack Ruby, the Dallas nightclub owner who shot the accused gunman Lee Harvey Oswald, and a company called Permindex. It is rejected by Avner Cohen, author of Israel and the Bomb, which Piper and Guyénot cite, who according to Piper rejects the idea of Israeli involvement in the killing, and who with William Burr publishes declassified records on Israel's nuclear program through the National Security Archive at George Washington University and argues that Israel deceived U.S. inspectors; by The New Arab, a news site whose owner is not among the sources gathered, in an unsigned 2025 article that said 'not a single shred of evidence' in the released files links Israel to the murder; and by Yaakov Best, writing for the Jewish educational site Aish.com in an article it titles 'Debunking Antisemitism: The JFK/Israel Conspiracy'. The U.S. agency records each address a narrower question: the FBI and CIA records on NUMEC address whether uranium went to Israel, not Kennedy's death; the FBI record on Angleton addresses his Israeli contacts; and the CIA's checks on Permindex address whether it was a CIA front. Piper writes that his main sources on the reactor quarrel do not tie it to the killing and that Cohen rejects his thesis; Unz says there is no 'smoking gun' but an 'enormous mass of circumstantial evidence'.

How it works

Dimona. In letters of May and June 1963 Kennedy pressed Prime Minister David Ben-Gurion for regular American visits to the reactor, in what Cohen and Burr call a near-ultimatum tone. Ben-Gurion resigned on 16 June 1963 without saying publicly why; some Israeli leaders believed Kennedy's pressure played a major role, while his aide Yitzhak Navon pointed to personal and political problems. The next Prime Minister, Levi Eshkol, agreed to visits in August 1963, before Kennedy's death; the first regular visit came in January 1964, after it, and Cohen and Burr found the American inspectors were deceived throughout the 1960s. Policy. Kennedy's government agreed in principle in 1962 to let Israel buy the Hawk missile, while his staff complained that U.S. policy toward Israel was 'all give and no get'. Under the next President, Lyndon Johnson, the visits continued and Johnson at first refused to sell Israel tanks directly; in 1965 the State Department described a 'major policy shift' toward arms sales, on condition that Israel accept nuclear safeguards, which Israel refused. Guyénot writes that U.S. military aid to Israel reached 92 million dollars in 1966; Cohen and Burr write that Johnson was less eager than Kennedy to press Israel but supported the inspections. NUMEC. The U.S. Atomic Energy Commission (AEC) found in 1966 that about 200 kilograms of enriched uranium were missing from the plant; the shortage was first noticed in an inventory in early 1965, and Piper writes that the uranium had 'disappeared' during several preceding years; no source on hand dates the loss itself. In 1968 four Israelis linked to Israeli intelligence visited the plant, and the Federal Bureau of Investigation (FBI) learned from an employee how uranium could have been shipped to Israel undetected. The National Security Archive's editors write that samples taken near Dimona showed uranium from the government enrichment plant that supplied NUMEC, while Seymour Hersh, in his 1991 book on Israel's nuclear arsenal, The Samson Option, reported that investigators found no meaningful correlation between the plant's uranium and the traces near Dimona. The CIA concluded in the late 1960s that Israel's first atomic weapons owed something to NUMEC uranium, and wrote in 1978 that there was no hard evidence for that conclusion; the FBI wrote in 1969 that the question had not been resolved; the plant's president, Zalman Shapiro, denied any part in a diversion; and no one was prosecuted. None of these government records speaks to Kennedy's death. The claimants make the link this way: Piper writes that an unnamed source gave him documents showing that the family of Edith Rosenwald Stern, whom he describes as 'a prominent New Orleans Jewish leader', were key financiers of NUMEC, that Mrs. Stern was the closest friend of Clay Shaw, who ran the International Trade Mart in New Orleans and was later tried in the Kennedy case, and that this makes the connection 'all the more damning'; he also quotes a CIA officer, John Hadden, as saying Angleton 'had no interest in stopping' the NUMEC operation. Unz recommends a 2023 documentary titled 'NUMEC: How Israel Stole the Atomic Bomb and Killed JFK', which is not among the sources gathered. Piper's documents are not quoted by either side. Angleton. For over two decades Angleton ran the CIA's liaison with Israeli intelligence, and the FBI recorded his frequent contacts with Israeli intelligence officers in 1969-72; his division also handled the CIA's work for the Warren Commission, the official inquiry of 1964. Guyénot calls him a Mossad 'mole'. Angleton, under oath in 1975, denied a story that he had helped Israel with atomic know-how and pointed to the Soviet KGB on Oswald. The National Archives files that testimony under the label 'not assassination related', a filing label rather than a finding. No document either side cites shows whether his two roles were connected. Separately, and about Oswald rather than Israel, Jefferson Morley, an independent journalist who edits the site JFK Facts and says his reservations about judging the CIA's responsibility vanished, told Congress in 2025 that Angleton had lied under oath about watching Oswald's mail; no answer to that charge is in the records on hand. Ruby. A 1979 House of Representatives committee found that Ruby had many contacts with organized-crime figures and that a friend of his had ties to the gangster Meyer Lansky; Piper's thesis is that the Mossad worked alongside the CIA and 'the Meyer Lansky Crime Syndicate'. The Warren Commission's report records that on the night of the killing Ruby posed at Dallas police headquarters as a translator for the Israeli press. Piper writes that Ruby boasted of running arms to Israel and in 1963 was part of an arms operation overseen by an Israeli intelligence officer, and Guyénot writes that Ruby phoned 'a Mickey Cohen associate' after Oswald's arrest; Piper describes Mickey Cohen as Meyer Lansky's West Coast henchman and 'a gun-runner for the Israeli underground'. The same House committee found Ruby was not a member of organized crime, the Warren Commission's report calls the man he phoned 'a boyhood friend', and Ruby said he acted to show his love for his Jewish faith. Neither official report addresses a Ruby tie to Israel. Echevarria. The day before the killing, Homer Echevarria, a Cuban anti-Castro arms dealer, was reported by a government informant to have said his group had 'plenty of money' and would act 'as soon as' Kennedy was taken care of; Yaakov Best's 2025 Aish.com article quotes the file as saying the new backers 'are Jews'. None of the claimant texts on hand, by Piper, Guyénot or Unz, mentions Echevarria. Best uses the report against the claim: he writes that investigators found no connection between Echevarria's words and the killing, that one Secret Service agent thought Echevarria 'was just being a braggart', and that there is 'no evidence, no list of names, no smoking gun'. The House committee could not substantiate the reported conversation or connect it to Dallas, but found the Secret Service right that the case deserved a thorough investigation. Permindex. Permindex, short for Permanent Industrial Expositions, was created in 1957. Piper writes that its chairman, Louis Bloomfield of Montreal, was 'a devoted and influential supporter of the Israeli cause', held half its shares for unnamed parties, and in 1963 moved $7.5 million into the Banque du Crédit International, a bank set up by Tibor Rosenbaum, whom Executive Intelligence Review, a magazine whose 1986 report opens with an introduction by the political activist Lyndon LaRouche, called a Mossad supply chief; the same report says Permindex was the entity through which Kennedy's killing was coordinated. Clay Shaw, who ran the International Trade Mart in New Orleans and sat on the board of a Permindex company, was tried in New Orleans after the district attorney, Jim Garrison, opened his own investigation, and a jury found him not guilty in under an hour; that trial did not take up Israel. Piper's sources for Bloomfield lead back to a 1967 story in the Rome newspaper Paese Sera, which Holland calls left-wing and which Richard Helms, a senior CIA official, had told a Senate subcommittee, after the Bay of Pigs invasion of Cuba, was an outlet for disguised Soviet material. The CIA's counterintelligence staff, which Angleton headed, checked its files on Permindex after that story and found it was not a CIA front, though its own review found 'there was a CIA-Shaw relationship'; Holland, in the CIA's journal in 2001, argued the 1967 story was disinformation. The 1975 New York Times report that Piper cites for the $7.5 million would settle the money question, and neither side quotes it.

Why it matters

Documented on the claim's side: Kennedy's pressure on Dimona, the deceived inspections, the shift in U.S. arms policy after 1963, the NUMEC shortage and the CIA's late-1960s conclusion about it, Angleton's two roles, and Ruby's underworld contacts. Documented on the other side: Eshkol's agreement to inspections before Kennedy's death, Kennedy's own 1962 missile deal with Israel, the CIA's 1978 statement of no hard evidence on NUMEC and the FBI's 1969 note that the question was unresolved, and the House committee's finding that Ruby was not a member of organized crime. Disputed: whether any of these had anything to do with the killing. The Warren Commission (1964) concluded that Oswald fired the shots and found no evidence that Oswald or Ruby was part of any conspiracy; the House of Representatives' Select Committee on Assassinations (1979) thought Kennedy was probably killed as a result of a conspiracy it could not identify; neither, nor the Senate's Church Committee, which reviewed the intelligence agencies' work on the Kennedy case in 1976, nor a 2025 hearing of a House task force on declassifying federal secrets, examined whether Israel had a part, and the question remains open.
