How it works
Decided at the first Zionist congresses under Theodor Herzl, it raised money by public subscription from ordinary Jews worldwide (deliberately independent of the private Rothschild fortune), and in 1902 spun off a company that grew into what is today Bank Leumi. The engine attaches a fact-check flag to a much-quoted Herzl diary line about moving out a 'penniless population,' noting the entry names neither Arabs nor Palestine and its meaning is disputed.

It matters as a documented case of concentrated money quietly building the groundwork for a country years in advance.
The engine's record — word for word
The centralized-capital vehicle of political Zionism. Resolved at the First Zionist Congress (Basel, Aug 1897; 208 delegates; Herzl; Basel Program = a home 'secured under public law') and the Second Congress (1898), the Jewish Colonial Trust was incorporated in London 20 Mar 1899 with authorized capital £2,000,000 in £1 shares — diaspora-share-capitalized (only ~£250k paid up by 1902), DELIBERATELY independent of the Rothschild private fortune (Herzl's public-subscription model vs Baron Edmond's private patronage — see pica_rothschild_colony_finance). In 1902 the Trust incorporated the Anglo-Palestine Company (manager Zalman David Levontin), which became the Anglo-Palestine Bank → Bank Leumi — embedding a banking apparatus into the colonization effort before any state existed. Herzl's founding intentionality (diary, 12 Jun 1895): 'spirit the penniless population across the border by procuring employment for it in the transit countries, while denying it any employment in our country' — [FACT-CHECK FLAG: the entry names neither Arabs nor Palestine; Herzl was then weighing Argentina; the population-transfer reading is contested, not settled].
