Harvest-Now-Decrypt-Later (HNDL), a documented surveillance strategy acknowledged by US agencies CISA and NSA.
What they do
In the engine it is a mechanism where encrypted data stolen now becomes readable later once quantum computers arrive.
How it works
CISA and NSA openly acknowledge that rival nation-states are intercepting and stockpiling encrypted traffic for future quantum decryption, calling the near-term threat one to asymmetric cryptography, which means any un-upgraded settlement-layer data captured before 2030 can be retroactively exposed regardless of when 'Q-Day' actually arrives; a June 22, 2026 executive order (EO 14412) codified the threat in its own words.
Why it matters
It matters because the danger isn't in the future — data captured today is already compromised the moment quantum decryption becomes real, so the exact arrival date is beside the point; the engine holds several readings (deliberate stockpiling, an inevitable weakness, or vendor fear-selling) all as significant.
The engine's record — word for word
CISA/NSA explicitly acknowledge (CISA PQC Insight) that adversary nation-states are currently intercepting and stockpiling encrypted traffic for future quantum decryption — 'the most near-term threat is to asymmetric cryptography.' Retroactively compromises any pre-2030 unmigrated settlement-layer data and the 2028 Davidson-window strategic data flows: the actual date of Q-Day is irrelevant for already-captured data. Apex (a) intentional adversary stockpiling; (b) structural — HNDL is the inevitable consequence of asymmetric-crypto fragility; (c) compound-null: PQC-vendor threat-inflation — all load-bearing. [Report #169] EO 14412 (22 Jun 2026) codifies the threat in its own words: 'the risk of adversaries collecting United States information now, and decrypting it later once large-scale quantum computers are operational.' Note: the catchphrase 'harvest now, decrypt later' appears in legal coverage of the EO, NOT in the EO text itself.
