How it works
Signed 4 October 2020 by Martin Kulldorff of Harvard, Sunetra Gupta of Oxford and Jay Bhattacharya of Stanford. It argued that people at low risk should live normally and build immunity while the vulnerable were shielded - an approach it called Focused Protection. The American Institute for Economic Research states plainly that the letter was 'authored and signed on the campus of the American Institute for Economic Research', that it is 'proud that our campus was used', and that it 'does not profess medical, pharmaceutical, or virological expertise' but understands 'the economic trade-offs of various institutional designs'.
Why it matters
Two of the three authors ended up inside the government. Bhattacharya runs the NIH. Kulldorff went onto the rebuilt CDC vaccine committee after RFK Jr sacked all seventeen members. The same body also records that officials privately called for a 'quick and devastating published take down' of the letter - so the document the state tried to bury became the staffing list of the agencies that tried.

Declaration text, verbatim: 'On October 4, 2020, this declaration was authored and signed in Great Barrington, United States, by:' Dr Martin Kulldorff, professor of medicine at Harvard University; Dr Sunetra Gupta, professor at Oxford University; Dr Jay Bhattacharya, professor at Stanford University Medical School. Core claim: 'The most compassionate approach that balances the risks and benefits of reaching herd immunity, is to allow those who are at minimal risk of death to live their lives normally to build up immunity to the virus through natural infection, while better protecting those who are at highest risk.' Asserts 'vulnerability to death from COVID-19 is more than a thousand-fold higher in the old and infirm than the young' and that 'for children, COVID-19 is less dangerous than many other harms, including influenza.' THE VENUE IS THE STRUCTURE, CONFIRMED BY THE HOST ITSELF: the American Institute for Economic Research states, first-party, 'The Great Barrington Declaration was authored and signed on the campus of the American Institute for Economic Research in October 2020 by Dr. Martin Kulldorff, Dr. Sunetra Gupta, and Dr. Jay Bhattacharya. AIER and these scholars were motivated by concerns about overreaching policies enacted by governments during the COVID-19 pandemic. AIER is proud that our campus was used for academic collaboration.' AIER is a 501(c)(3) that describes its mission as educating 'on the value of personal freedom, free enterprise, property rights, limited government, and sound money', and adds that it 'does not profess medical, pharmaceutical, or virological expertise, but rather possesses a deep understanding of the economic trade-offs of various institutional designs.' So an epidemiological document was convened, housed and published by an economics think tank — the medical claim is the vehicle; the institutional-design argument is the cargo. AIER also records the suppression campaign: 'FOIA requests revealed emails where government officials discussed the need for a "quick and devastating published take down" of the Declaration's premises', and 'government agencies pressured social media companies to censor and bury the Declaration's recommendations.' TRAJECTORY: two of the three authors subsequently took federal or federal-advisory positions — Bhattacharya confirmed NIH Director 25 March 2025; Kulldorff named to the reconstituted CDC Advisory Committee on Immunization Practices after RFK Jr terminated all 17 sitting members in June 2025. The document that the state tried to take down became the personnel roster of the agency that tried.
