It was founded in 1991 by Senators Al Gore, John Kerry and counterparts in the European Parliament, Russian Duma and Japanese Diet. Another account says it began in 1989 with legislators from the US Congress, European Parliament, Japanese Diet and Russian State Duma. It later grew to include legislators from every region. It co-sponsored a 'Focus on Copenhagen' event with the Club of Rome.
It shows how a small group of lawmakers from a few powerful countries created a body that claims to speak for legislators worldwide.
