How it works

GCHQ's James Ellis, Clifford Cocks and Malcolm Williamson worked out the core ideas between 1969 and 1974; the public independently reinvented the same methods in 1976-77; GCHQ kept its earlier version secret for 27 years and only admitted it in 1997, once commercial versions had made the secret pointless.

Why it matters

It proves governments do quietly stage when to reveal inventions — but the engine treats this as one agency acting alone, not proof of a single coordinating power on top (that question is left open).

[Report #126] Public-key cryptography was invented CLASSIFIED at GCHQ years before its public 'discovery': James Ellis proved non-secret encryption viable (1969-70); Clifford Cocks implemented an RSA-equivalent (Nov 1973); Malcolm Williamson a Diffie-Hellman-equivalent (Jan 1974). The public independently produced Diffie-Hellman (1976) and RSA (1977); GCHQ held its prior invention secret until declassification in Dec 1997 — a 27-year inception->release lag (6-7yr ahead of public discovery). A documented DELIBERATE STATE-STAGING case (Substrate-vs-Announcement #88/#79): held until commercial replication rendered the secret moot. Bounded single-agency staging, NOT a coordinating apex (apex held).
