How it works
Every member except the U.S. shares the British monarch as head of state, making the Crown the common thread. British spy agencies (MI5, MI6, GCHQ) ran for decades with no law defining them, acting as extensions of the Crown's royal power, until 1989 and 1994 laws gave them legal footing (though one clause still shields their overseas crimes). The spine traces back to a 1943 wartime agreement, then the 1946 UKUSA pact, and today extends to the AUKUS submarine deal announced in 2021.
