DARPA's Targeted Neuroplasticity Training program, run by Doug Weber since 2016.
What they do
It stimulates nerves in the neck/face to switch the brain into a more teachable state. The goal is 30% faster learning — but that's a target, not a proven result — and you still have to actually practice. Skipping training entirely is a dream, not a capability.

The engine's record — word for word
**In plain terms:** the 'learn faster by zapping a nerve' program — real, but with a hard ceiling. DARPA's Targeted Neuroplasticity Training (launched 2016 under PM Doug Weber) stimulates the vagus and trigeminal peripheral nerves to release neuromodulators that reopen the brain's learning-plasticity window. TARGET (a stated goal, NOT an achieved result): at least a 30 percent improvement in learning rate over traditional training[1]; the demonstrated floors are narrower task-accelerations (Johns Hopkins vagal-stimulation phoneme/language discrimination; UT-Dallas Targeted Plasticity Therapy pairing stimulation with rehab). CEILING (unmet): 'skip training entirely' — the method still REQUIRES active practice paired with stimulation, so passive skill-injection is aspiration, not capability.
