How it works
The 2005 UN cloning ban is explicitly non-binding; a science body loosened the 14-day embryo-culture limit to case-by-case in 2021; the US Dickey-Wicker rule only blocks federal money, so privately funded embryo work (including intelligence-linked and longevity capital) is legal; China's Hainan medical zone fast-tracks 'innovative' reproduction; and the first '3-parent baby' was born in Mexico in 2016 through a regulatory gap.
Why it matters
The engine deliberately leaves open exactly who is being let through the loopholes (it says the top is 'held'), but its point stands: the rules quietly permit what they claim to forbid.
