Basel Committee
institutionNations & Geopolitics
The rules that decide how much money banks must hold are written by a committee most people have never heard of.
Who they are
The Basel Committee on Banking Supervision (BCBS).
What they do
A technical committee that turns broad agreements into the detailed rules banks must follow.
How it works
The record shows technical committees do the first conversion. They take a framework produced at a convening and translate it into specifications, recommendations or principles. The Basel Committee is one of these committees. Its capital requirements apply to banks supervised by the Bank of England. The Bank of England does not vote the risk weights. The risk-weight table strands assets through capital requirements. The Basel Committee does not intend to strand specific assets. Project Mandala encodes rules set by the Basel Committee into machine-executable constraints. The Basel Committee does not operate or govern Project Mandala. A Bank of England document notes inadequate Pillar 1 capital requirements in some areas and a 'worrying degree of variability' in the calculation of risk weights, as noted by the Basel Committee in December 2017. An ECB document says the Basel Committee agreed to put in place a comprehensive and robust review process covering all aspects of Basel III implementation.
Why it matters
It shows how a small group of experts can shape the financial rules that affect everyone, while the public rarely sees how those rules are made.
