The Earth Summit in Rio in 1992 produced Agenda 21, along with the UNFCCC and the Convention on Biological Diversity. Agenda 21 includes a chapter called 'Strengthening the Role of Major Groups'. That chapter states that the effective implementation of the goals agreed by governments will depend on the commitment and genuine involvement of all social groups. Later, in 2015, the UN adopted the 2030 Agenda for Sustainable Development. In 1996, a US President's Council on Sustainable Development presented a report called Sustainable America: A New Consensus for Prosperity, Opportunity, and a Healthy Environment.
