De Beers is the diamond cartel Cecil Rhodes assembled in 1888 with Rothschild financing, which controlled roughly 80-90% of the world's rough diamonds for most of the 20th century. The dossier's point: diamonds aren't scarce — the scarcity was manufactured by restricting supply with one hand while advertising ('A Diamond Is Forever,' 1947) engineered demand with the other — a century-tested, profitable working model of staged value.

Jan Smuts was the Boer general who joined the Round Table network and went on to draft the preambles of both the League of Nations Covenant and the UN Charter. For the dossier he is the bridge from a South African mining war to the architecture of 'international order,' with his 1914 agreement with Gandhi — abolishing a poll tax while leaving the economy intact — as an early prototype of managed compromise.
