Racine: Domestic Technate Template or Unique Outlier?

Open question
One Wisconsin city — where land clearance, a hyperscale data center, Great Lakes water diversion, industrial hollowing, and political containment all converged — is modeled as the domestic template for what's coming everywhere. Open question: its specific conditions may be unreplicable, making it an outlier instead; the test is whether at least 3 of the next 10 largest announced data-center projects show the same structural pattern, and $80B+ in announced investment suggests the pattern is spreading.
The engine's record — word for word
The engine models Racine as the complete domestic template — every Technate mechanism at municipal scale. But the divergence: Racine's specific conditions (Lake Michigan access, Foxconn subsidy history, SC Johnson private dynasty, CNH/Agnelli presence) may be unreplicable. If no other American community shows the same convergence of spatial clearance → hyperscale data center → water diversion → industrial hollowing → political containment by 2030, Racine is an outlier not a template. Falsification: track the 10 next-largest announced hyperscale data center projects. If fewer than 3 show the same structural pattern (eminent domain, water access, Big Three ownership of local industry, populist containment), the template thesis weakens. Currently: Microsoft alone has announced $80B+ in data center investment across multiple states. The pattern appears to be replicating.
