Open questionIs the machinery of managed reality run by competent good guys steering toward a planned mass awakening, by a machine that keeps people captured, or by nobody at all — just institutions bumping into each other while we see patterns? The score so far, from twelve real disclosure episodes: not one was volunteered at real cost to the system; the closest thing to a good-guy moment (the 1990s openness era) was closed back down within six years; and three separate times the same ending played out — the exposed program dies, and a new law makes the machine bigger. But here's why the question stays open instead of stamped: at the moment of any future grand unveiling, the good-guy version and the containment version look identical. What tells them apart is only what happens NEXT. If power actually dismantles itself and the secrets genuinely flatten — the hopeful reading wins and this engine updates. If the public demands a thicker curtain with legal backing — that's the fourth confirmation of the pattern. The test is armed and waiting.

THE SCORE AT SURVEYED SCOPE (twelve disclosure instances, two pre-registered discriminators — voluntary-vs-extracted and cost-vs-re-containment; full ledger in disclosure_architecture): H1 failed every cleanly-scoreable instance — zero voluntary-at-cost disclosures in twelve; internal planning language across NSC/CIA/State/Church primaries reflects self-preservation and zero steward vocabulary; three re-containment precedents (Church→FISA 1978; Snowden→§702 reauthorized 2018/expanded 2024; 1990s openness→Kyl-Lott/EO-13292/secret 55,000-page withdrawal). The honest residue FOR H1, recorded deliberately: the O'Leary/ACHRE window 1993-99 (see oleary_openness_initiative) — one person, one episode, real cost borne, then closed over. The surveyed record reads as an H2/H3 hybrid: Extractor-shaped operations (Bennewitz, Robertson) inside genuinely chaotic, internally-warring institutions (the 1948 double-creation record: Marshall vs Truman verbatim; Shtykov/Stalin authoring the DPRK). WHY THIS STAYS A DIVERGENCE AND NOT A VERDICT: at the moment of any future curtain-lift, H1 and H2 are OBSERVATIONALLY EQUIVALENT — same shock, same upheaval, whether benevolent unveiling or forced mask-rotation. THE FALSIFIER (the standing instrument): judge the NEXT major disclosure event by the post-disclosure trajectory of authority and capital. If the coordinating stratum is dismantled, control voluntarily relinquished, and asymmetric knowledge genuinely flattened — the steward reading survives and the engine updates. If the public responds by demanding a new, stronger, legally-codified protective apparatus — the containment reading is confirmed a fourth time. Three precedents currently sit on the containment side.
