The Pentagon's AARO office published its February 2024 historical report concluding there is zero empirical evidence of extraterrestrial reverse-engineering programs — and the open question is what the report itself is: an honest audit, or an institutional immune response deployed to quarantine an inconvenient narrative. Both readings — deliberate counter-operation and routine bureaucratic self-defense — are held as viable at once.
