Idea
When someone says a report was suppressed, there are three completely different things that might have happened, and you can check which. It was never written — like the Nebraska Franklin committee's final report, which was never required and never produced; the committee just ran out of time and lapsed. It was written and then legally erased — like the Douglas County grand jury report, published in a newspaper in 1990 and then ordered expunged by the state supreme court in 1993 because it had never been authorised for publication. Or it exists and nobody ever scanned it — like the full Goodman study, where only a fourteen-page summary was ever put online, which is why everyone quotes the summary. All three look identical from outside: a document you cannot read. They mean very different things.
The engine's definition — word for word
**Plain read:** 'the report was suppressed' covers three completely different situations, and the difference is checkable every time.
**It was never written.** The Nebraska Franklin Committee's 'final report' does not exist. The committee's resolution required only an interim report; it received an interim and an annual report in January 1990 and then lapsed with the legislature. There is no primary evidence of a final report and none of a vote to suppress one.
**It was written, published, then legally erased.** The Douglas County grand jury report of July 1990 was published in a newspaper and then expunged in its entirety by the Nebraska Supreme Court in December 1993, because it had not been authorised for publication. That is why its full text cannot be obtained, and the reason is procedural.
**It exists but was never digitised.** The Goodman NCCAN study's full report, with its instruments and tables, was never put online; only a fourteen-page executive summary is retrievable. Everything anyone cites about its methods comes from that summary or from press coverage.
What the engine does with this: before recording that a document was suppressed, establish which of the three applies. All three produce the same surface appearance — a document people cannot read — and they carry entirely different weight.
