The Legitimacy Filter — Public Data, Gated Recognition

[Report #114 — Caste Ladder] The inter-rung wall is not uniform: per-boundary it is UNMARKED (quantitative threshold), a PER-CASTE SEEING-RESTRICTION (regulation legally bars lower tiers from upper-tier data), or a LEGITIMACY FILTER (apex machinery is PUBLIC on .gov but asserting it is socially declassed as 'conspiracy', stripping the observer of standing). The mainstream-source anomaly (FASAB-56, the $21 trillion the Department of Defense (DoD)-OIG adjustments, the Invention Secrecy Act) FALSIFIES a classification-wall and SUPPORTS a recognition-wall. Acute corollary for the engine (Bounded-LLM #110): public-record reading defeats the filter, but the AI safety training (RLHF)-trained mediator is itself inclined to dismiss lower-tier-sourced .gov findings as fringe.
