City governments using forced-purchase powers to clear land for global corporations, illustrated by a Wisconsin case: $4.5B in subsidies, fabricated blight declarations, fraudulent road-widening, and driveways severed to landlock holdout owners — for a factory that never materialized. Yet the land was cleared, the water rights secured, and the environmental exemptions granted, all inherited by the next corporation; the jobs announcement was the legal fiction, and the cleared land was the actual product.
