Francis Bacon's fictional secret research institute from his 1627 book New Atlantis, where scientists work in strict secrecy and decide which discoveries to share with the state and which to conceal — a graded hierarchy of access, not a democracy of ideas. The entry argues the blueprint became real, step by step, in the Royal Society, national laboratories, and intelligence agencies, and that today's classified budgets and proprietary AI systems function exactly as Bacon described.
