Idea
The pattern of powerful actors locking up seeds, territory, intelligence posts, and wealth funds decades before those things become scarce or contested, under unimpeachable cover stories like conservation and scientific research. Norway is the worked example: a global seed vault (operational 2008), an Antarctic territorial claim (annexed 1939), what became the world's largest single asset owner (fund launched 1990), and a far-north radar station (operational 2001) feeding US space surveillance.
