Idea
The layer of the tech-power architecture where frontier AI capability is produced, stored, and selectively handed out — spanning chips, cloud providers, networking, security, finance, and an AI lab, with a named 12-firm consortium described as this layer made explicit for the first time. The significance: whoever controls this layer controls who gets access to top-tier machine intelligence, and the same gating logic is described extending to future code-breaking quantum computers.
