Sub-concept of Sanctions Kayfabe extending to the information-and-dissent-channel layer. **Plain read:** The contemporary surveillance apparatus benefits from a publicly-named "outside" (the dark web) that legitimizes its claim of bounded surveillance everywhere else. Without a designated outside, the surveillance-is-total reading becomes the public reading, which is operationally costly.
